Job summary
About the Position: This position is with Headquarters, US Army Corps of Engineers, Directorate of Civil Works. The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location. A recruitment/relocation incentive may be authorized.
Major duties
Serve as the senior program manager with responsibility for developing policy guidance and overseeing Major Subordinate Command (MSC) program development, defense, and execution for the Civil Works programs of the MSCs. Serve as the vertical team member with responsibility of coordinating funding work allowances and special instructions for studies, planning, design, construction and operations and maintenance of projects. Identify major deviations of project and program execution determining the causes and potential solutions. Respond to MSCs and when required coordinate with Headquarters and other higher authorities regarding Congressional inquiries, letters from local sponsors and citizens. Responsible for evaluating fund execution, need for reprogramming of funds, and analyzing request for additional funding. Develop and recommend strategies to improve effectiveness of processes and program performance. Knowledgeable and abreast with changes in guidance from the Assistant Secretary of the Army (Civil Works), OMB, Congress, and other relevant guidance impacting the Civil Works program. Oversee the review, processing and approval of project and program agreements within USACE. Manage and participate in preparation of supporting data such as issues papers, fact sheets and justification, testimony, information papers, speeches and briefings in support of the Civil Works program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Stewardship Problem Solving Program/Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
