About Defense Human Resources Activity
The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce’s mission readiness and enhance all aspects of the total civilian lifecycle.
Job summary
This position is located in the DANTES Defense Education Partnerships Division. DANTES is a DSSC Directorate under DHRA. The incumbent requires a strong background in detailed administrative functions, data collection, communications and customer service
Major duties
As a PROGRAM ANALYST (SUPPORT SERVICES) at the GS-0343-9 some of your typical work assignments may include: Assists in the implementation of operational systems, policies, procedures, and regulations for support and maintenance of the DoD MOU Partnership, Tuition Assistance (TA) DECIDE school comparison tool, and the Compliance Tutorial requirements for the 2,500 educational institutions requesting to participate in the DoD TA program. Coordinates, reviews, validates and processes MOU applications; verifies educational institutions meet compliance tutorial requirements; and validates that educational institutions meet DoD MOU eligibility criteria. Assists DoD MOU Program Manager with daily operational tasks by collecting, compiling, and tracking program related data. Performs technical/non-technical duties in support of program operations and outreach to the public. Supports the DoD MOU Program Manager with technical oversight, management, and administration of the program
Qualification
You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service: Coordinating, reviewing, validating, and processing of MOU applications Creating education reports based on reviewing research and/or other data pertinent to the program. Ability to work effectively with diverse stakeholders, including government officials, and education institutions. OR B. master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
