Job summary
About the Position: Serves as the Science and Technology (S&T) Analyst in the Headquarters (HQ), United States Army Europe (USAREUR), Strategic, Policy, and Programs Division. Major duties
Coordinates USAREUR development and submission of proposals to the DA enterprise. Manages and monitors execution of USAREUR Commanding General approved proposals. Liaison and maintains strategic communications with external organizations as the Command’s Science Advisor. Primary representative to the Joint Concept Development and Experimentation (JCD and E) and Joint Warfighting Assessment (JWA) Enterprise. Independently plans and organizes the work, determines the necessary staff coordination, and conducts all phases of the work.
Qualification
Position may be filled as a Term Appointment NTE 30-Sep-2029. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Contribution to cross-functional teams in the DoD S&T enterprise; 2) Knowledge of organizations that develop potential technology solutions and their processes; 3) Analysis, evaluation, assessment, and methodologies to evaluate capability proposals to meet program requirements; AND 4) Development of resourcing proposals for activities that demonstrate potential solutions to mitigate capability gaps. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Decision Support Engineering and Technology Modeling and Simulation Oral Communication Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
