About Defense Counterintelligence and Security Agency
Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Major duties
As a Program Analyst (Action Officer) you will be responsible for the following duties: *The incumbent will assist the Deputy Regional Director for Mission Support, Central Region, Field Operations. *Responsible for making recommendations to DCSA leadership to ensure assigned programs and functions are efficient and effective. *Provide the Deputy Regional Director with objective, in-depth, and well researched information tools such as white papers, quad charts, spreadsheets, etc. to facilitate informed decision making on the administrative and programmatic aspects of Field Operations integration and support. * Responsible for Region level administration, policy, standards, and communications in accordance with instruction. * Establishes, revises, and/or reviews policies, procedures, mission objectives and organization structure to increase efficiency and drive solutions contributing to Mission success. * Coordinates independently with other internal organizations to maintain effective communications and represent Mission interests while shaping the development of new or modified administrative program policies, regulations, goals, or objectives. * Promotes procedures and systems for establishing, operating, and assessing effectiveness of Mission success.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: High level knowledge of the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Demonstrated expertise in the practice of independently collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives, and Instructions. Demonstrated proficiency with organizing work, setting priorities, and determining resource requirements; determining short- or long-term goals and strategies to achieve them; coordinating with other organizations or parts of an organization to accomplish goals; monitoring progress and evaluating outcomes. Demonstrated expertise in independently identifying and analyzing problems; weighing relevance and accuracy of information; seeking/generating and evaluating alternative perspectives/solutions; making timely/effective recommendations based on potential implications of findings or conclusions; Critical evaluating the causes of problems and choosing courses of action that balance the interests of the mission and stakeholders. Demonstrated experience in defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development. Experience researching data, using various collection methods, and conducting statistical/trend analysis to integrate historical data and objective feedback to develop models, documentation, and evaluations of various criteria that help assess program performance. Specifically you will be evaluated on the following competencies: 1. Organizational Awareness Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 2.Policy Coordination The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions. 3.
