Job summary

You will serve as a Program Analyst in the FLT PERS DEVELOPMENT & ALLOCATION DIV, DIRECTOR, MARITIME HEADQUARTERS of COMMANDER US FLEET FORCES COMMAND.

Major duties

You will conduct data analysis and develop recommendations in support of mission readiness and future force structure. You will review Programming and Budgeting Information System on major issues that result in near- and long-term funding requirements. You will assist the Branch Head in brief preparations and presentations that justify Fleet Forces requirements and cost/programming estimations to senior level military and civilian executives. You will examine impact and significance of newer revised legislation, policies, procedures, and program requirements and develop proposals to revised guidance. You will provide analytical and technical manpower function for substantive programs. You will determine cost estimates for manpower requirements in support of the Program Objective Memorandum (POM) process and force structure.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience creating and analyzing manpower queries in TFMMS, PBIS, NMPBS and Intelligent Workbook (IW). - Experience analyzing, researching and summarizing programmatic changes to affected programs. - Experience directly determining near and long-term impacts to Fleet Programs due to programmatic changes made by the Resource Sponsors during POM cycles. - Experience keeping subordinate commands aware of changes to their manpower funding profiles due to programmatic changes in POM. - Experience reviewing and validating subordinate activity requests for additional military, civilian and contractor manpower. - Skills required to draft, review and update technical papers and dualies for the POM cycle. - Experience requires an expert level of knowledge regarding resource structures, programs, missions, functions and organizational relationships within Fleet Forces commands. - Experience to serve as a Subject matter expert on panels and study groups established to consider manpower reductions, transfers, and reorganizations as they affect Fleet Forces commands. - Skills required: excellent technical working knowledge of MS Office products (Word, Excel, PowerPoint, Teams and SharePoint). - Experience in manpower costing. - Knowledge of Navy manpower, to include validation process, workload studies, and applicable manpower references.
