Job summary
You will serve as a Program Analyst in the Corporate Operations Strategy and Innovations Division of CNSSC FLD DET MECH PA.
Major duties
You will identify and improve productivity efficiencies and processes through the use of Lean Six Sigma, tools, methods and participate in the initiation, oversight, and organization of projects and initiatives You will be responsible for performing as a CPI Black Belt (BB) in the planning, progress, and completion of technically challenging Performance Improvement efforts of significant value. You will make impartial recommendations on improvement based on data-driven analysis. You will use advanced process improvement techniques to identify root causes, predict their effects on future state with the goal of sustaining performance benefits, and maintains project records in CPI database systems as required. You will be responsible for reporting tangible financial and mission benefits and Return on Investment (ROI) gained from implementation of these processes. You will provide project management support to Validation and Sustainment activities, and report project status as needed.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Program Analyst work applying a comprehensive knowledge of Continuous Performance Improvement principles, tools and methods to analyze, assess and improve program effectiveness and complex management processes and systems. Specialized experience must include the following: 1) Identifying inefficiencies and improving program productivity and processes through the use of Lean, Six Sigma, and Theory of Constraints and maintaining project records in Continuous Performance Improvement (CPI) databases in order to make decisions/recommendations based an analysis of the data; 2) Participating in large, cross functional, multi-discipline initiatives using programming, simulations, and mathematical analyses to identify improvements; 3) Leading and mentoring team members through brainstorming and analytical concepts in the CPI process; 4) Maintaining effective work relationships with team members to ensure the improvement of productivity, effectiveness, and efficiency in program operations and execution of strategic initiatives, and 5) Ability to train others on CPI concepts, including White Belt level training, Green Belt refresher team training or other CPI training.
