Major duties

Serves as an advisor, authority, and consultant responsible for providing centralized direction and leadership for analysis, evaluation, planning, coordination... ...and data development, information, policies, regulations, procedures, and requirements for assigned programs and projects and serviced organizations. Investigates variances from established program standards or milestones, evaluates program, and determines need for recommending revisions in plans and schedules for deficiencies and/or critical problems in operations. Develops program cost estimates to support the acquisition process; risk assessments associated with various program decisions and Life Cycle Performance Measures that measure the success of the program in meeting its goals. Creates reusable products for consistent architecture application and implementation including standard general ledger values, attributes and postings... ... standard fiscal code structure and values, reusable crosswalks and interfaces, test scripts, JFMIP certification, financial reports, and common edits. Knowledge of contracting and procurement policies and guidelines in order to plan, prepare, and coordinate program acquisitions. Expert in pertinent legislation, regulations, and the requirements of DoD, DLA, DFAS, OMB, GAO, Treasury, and other government agencies to provide authoritative policy interpretations... ...and ensure that system development, implementation, and operation are in compliance with all applicable regulatory controls. Knowledge of test and evaluation techniques, large-scale software deployments, system development life cycles, and current acquisition policies... ...In-depth knowledge of policies, regulations, directives, procedures, and precedents applicable to program development and management. Validates adherence to information security policies and verifies consistent configuration implementation... ...Develops and presents briefings to senior leadership within DoD to explain concepts, scope of program, schedules, user impact, and benefits of system solutions.

Qualification

To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Applies analytical, qualitative, and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of program operations related to contract administration and budgetary requirements. - Skill and ability to test and evaluation techniques, large-scale software deployments, system development life cycles, and current acquisition policies. In-depth knowledge of policies, regulations, directives, procedures, and precedents applicable to program development and management. - Demonstrates attention to detail. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
