The primary purpose of this position is to serve as Program Analyst within the Mission Partner Capabilities Office supporting the administrative, analytical and evaluative work related to programs, requirements management, financial management and planning of organizational efficiency/productivity as applied to aspects of Concepts, Development and Management Office programs, policies and concepts.

Major duties

DUTY 1 - Analyzes, develops and evaluates detailed requirements and plans for long-range implementation of assigned capabilities in support of SAF/CDMX efforts at both the national and international level. DUTY 2 - Documents operational requirements in appropriate formats to enable capability delivery. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. DUTY 3 - Prepares and delivers oral presentations such as briefings of conclusions, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in programs/capabilities. DUTY 4 - Maintains a continuous liaison with other SAF/CDMX staff, service headquarters counterparts, and DoD offices to integrate priority support actions. A

Qualification

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges includes local market supplement*** SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of experiment, qualitative, and or quantitative methods for the assessment and improvement of complex management processes and systems. A high degree of written and verbal communication skills is required to effectively communicate with senior level leadership within DoD. Knowledge to develop, manage and execute SAF/CDMX enterprise monitoring and reporting processes to provide, enable and facilitate operational integration and synchronization. Knowledge of operational monitoring, reporting and self-assessment concepts, program analysis doctrine, statutory authorities, DoD and USAF policies, procedures and systems must be comprehensive and based upon experience of all levels of command and staff.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, Budgeting & Execution (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects. 2. Knowledge of military program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of various entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of DoD and Joint Staff organizations, operational capability requirements development processes, and the Joint Capabilities Integration and Development System (JCIDS). 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices. 5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
