Job summary
You will serve as a PROGRAM ANALYST in the Resources and Assessment Division of NAVFAC OSF.
Major duties
You will identify and advocate for future requirements of the Resources and Assessment Division programs for planning, programming, budgeting, and execution activities. You will use recognized econometric and statistical methods to analyze PWBL programs in order to identify opportunities for increasing efficiency and/or effectiveness consistent with applicable laws, regulations, and policies. You will coordinate and facilitate assessments of internal controls related to the administration of PWBL functions. You will develop sustainable practices and procedures for collecting data that support metrics tracking, financial accountability, and ongoing analyses of PWBL issues or programs. You will develop persuasive and concise recommendations and presentations related to PWBL resourcing, program effectiveness, and other management metrics. You will coordinate tasker responses for resourcing or policy issues that cross PW Product Lines and develops responses on behalf of PWBL that are aligned with organizational priorities. You will develop and distribute communications to the Resources and Assessment community in the PWBL regarding assigned programs. You will lead or participate on teams to foster professional community development in technical competencies such as data analytics, supply chain management, and safety. You will support the development of a training pipeline for Resources and Assessment personnel at multiple levels of the NAVFAC organization. You will participate in the NAVFAC professional community that enables total force shaping, recruitment and succession planning.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting and facilitating business analysis of key business processes, internal/external business programs and supported commands? initiatives and events, for a large organizations? operations; 2) Assisting in the development of new metrics and reports in support of the organization's strategic plan; 3) Conducting quantitative and qualitative analysis aimed at identifying tangible results gained from implementation of organizational-level improvement initiatives (I.e., cost benefits, reduced cycle time, safety or quality enhancements, and return on investment); 4) Maintaining database records for organizational programs, to be used in the evaluation of effectiveness and efficiency of organization operations; and 5) Providing input for and/or developing, coordinating and preparing reports, briefs and presentations for management related to organization-wide initiatives.
