Major duties

As a PROGRAM ANALYST at the GS-0343-11/12 some of your typical work assignments may include: The primary purpose of the position is to serve as a program analyst, responsible for the execution of assigned programs and projects for the AL-ELQ division. This position will be responsible for program and business management associated with acquisition of services and products, funding obligations and expenditures. The incumbent is responsible for exercising management and operational control over assigned programs/projects. Manages the planning, development, design, implementation, and sustainment of DTRA business-related programs. Implements corporate decisions, guidance, laws, regulations, and policies during the development of the project and intermediate products in support of programs. Manages and oversees financial obligations and expenditures for Division procurement and services. Certifies Receipt and Acceptance of products and services, researches and provides associated evidential matter, confirms Unliquidated Obligations (ULOs), certifies vendor billing. Develops and/or uses tools and methods to track progress throughout the life cycle of projects. Ensures project schedules and objectives are accomplished in accordance with established milestones. Convenes regular in-progress reviews, and maintains productive interaction with all stakeholders. Serves as the Contracting Officer Representative (COR) when assigned. Complies with all required acquisition processes per Federal Acquisition Regulations (FAR) and Defense FAR Supplements (DFARS). Initiates acquisition and funding documents in a timely manner to avoid contract performance interruptions when exercising contract modifications, options, and complete contract closeout. Serves as the Contracting Officer Representative (COR) when assigned. Complies with all required acquisition processes per Federal Acquisition Regulations (FAR) and Defense FAR Supplements (DFARS). Initiates acquisition and funding documents in a timely manner to avoid contract performance interruptions when exercising contract modifications, options, and complete contract closeout.

Qualification

You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Comprehensive, practical knowledge of a wide range of DoD operating procedures, administrative policies, and organizational practices governing project management principles and practices. Understanding of MOA, MOU and ISSA projects. Comprehensive knowledge of a wide range of administrative laws, policies, regulations, and precedents applicable to the administration of business-related programs. Comprehensive knowledge of a broad range of applicable DTRA and DoD policies, regulations, and directives applicable to the program/project managed is required. Broad understanding of the fields of acquisition, contracting, communications and information systems, life cycle management and Program Planning and Budget Execution System in order to render assistance on matters pertaining to assigned programs, objectives, problems, funding considerations, etc. B. Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) *NOTE: Failure to provide transcripts will result in you being rated ineligible for using education as a substitute for experience. You may qualify at the GS-12, if you fulfill the following qualifications: A. GS-11 The duties and responsibilities of this position are the same as those on the FPL GS-12 PD JX14291 except the incumbent is under closer supervision, receives more detailed instructions, and stricter guidelines are in place. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-12: Substitution of education MAY NOT be used in lieu of specialized experience. GS-11 ONLY: ARE YOU USING YOUR EDUCATION TO QUALIFY? GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
