Job summary
You will serve as a POLICE OFFICER (INSTRUCTOR) in the Force Protection Division of NAS JACKSONVILLE SEC DET. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain DOD civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Major duties
You will develop law enforcement approaches and methods of instruction to verify the curriculum meet course objectives. You will serve as a firearms range control officer in the operation of a range program for a Practical Weapons Course (PWC) or Firearms Training System (FATS). You will propose career development plans (e.g., training requests, utilization proposals) to enhance career of law enforcement employees. You will coordinate with other federal law enforcement instructors to develop different approaches and methods of instruction. You will facilitate classroom studies for law enforcement personnel using instruction techniques or formats (e.g., role playing, simulations, team exercises, group discussions, videos, lectures).
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-08) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Preparing course materials in the field of law enforcement. 2) Providing up-to-date material and information to students. 3) Conducting lectures, discussions, conferences, and demonstrations on law enforcement, investigative techniques, procedures, and practical applications. 4) Identifying training needs and requirements of each law enforcement student, ensuring training is scheduled and completed. ADDITIONAL INFORMATION: This position has a selective placement factor that will be used to screen out ineligible candidates. REQUEST SELECTIVE PLACEMENT FACTOR OF: Do you possess the qualification as an Antiterrorism Training Supervisor (AT TRASUP), or at a minimum be Journeymen Instructor Qualified? This position has a Spanish language requirement. The position is located on Vieques, Puerto Rico, which is mostly a Hispanic community. The incumbent of the position must use tact and diplomacy in dealing with the highest level of civilian authorities on the island. Intermediate Spanish language skills are needed to communicate with local authorities. Speaking Definitions: The incumbents must be able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics. Reading Definitions: Able to read standard newspaper items addressed to the general reader, routine correspondence, reports, and technical materials in the individual's special field. Must obtain and maintain a Non-Critical Sensitive Certification-Secret Clearance Must undergo mandatory drug testing with no positive results. Must graduate from the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program. Must currently possess Non-Lethal Weapons Instructor and Small Arms Marksmanship Instructor/Range safety Officer or equivalent. Must Currently possess or be able to obtain certification as EVOC Instructor, CPR Instructor and/or First Aid Instructor. Must either currently possess or be able to obtain the qualification as an Antiterrorism Training Supervisor (AT TRASUP), or at a minimum be Journeymen Instructor Qualified. Must either have graduated from or be able to attend and graduate from the Navy Instructor Training Course (NITC) NEC 805A, CIN# A-012-0077. Must retain a motor vehicle driver license from the state of residence. Required to carry firearms or other weapons authorized for their specific jurisdictions (i.e., applicable Navy, Federal, and State certifications) and required to re-familiarize themselves with authorized weapons periodically and demonstrate skill or proficiency in their use. Must meet the provision of the Lautenberg Amendment. Call back emergency overtime may be required of this position. Work may include assignment to train second, third, or rotating shifts or weekends and holidays. Required to pass a yearly physical and continue to be physically fit. Required to pass Physical Agility Test (PAT). Required to wear a uniform and comply with grooming standards. Must qualify and maintain all basic patrolman qualification standards, so that in the event of heightened Force Protection Condition or other emergent situation which may require the member to stand a patrolman post.
