Major duties

Acts as the Contracting Officer's Representative for security-related purchases and services. Provides advice in management of a facility guard force. Liaison with host installation and other federal government law enforcement, intelligence and security organizations to coordinate and facilitate an appropriate security posture at DCMA activities. Writes comprehensive AT/Physical Security related reports, statements of work and AT/Physical Security plans and procedures. Develops AT / Physical Security programs for assigned organizations, conduct assessment to ensure compliance with applicable policies and make recommendations on the fielding of AT and PHYSEC countermeasures. Serves as the primary AT/Physical Security Officer to Regional and Contract management (CMO) Commanders / Directors. Provides operational Anti-terrorism (AT) and Physical Security (PHYSEC) support to Defense Contract Management Agency (DCMA) field organizations.

Qualification

To qualify for a Physical Security Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning for future or new physical security requirements. Utilizing physical security/anti-terrorism concepts and theories to provide adequate guidance to field activities.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Based on the results of this evaluation, you will be placed in one of the following quality categories: Highly-Qualified: This category will be used for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate quality ranking factor(s) as determined by the job analysis. To be Highly-Qualified, the candidates are considered by the Human Resources Office and the selecting official as being highly proficient in all the requirements of the job and can perform effectively in the position almost immediately or with a minimum amount of training and/or orientation. Those that have a cut-off score 97 and above and demonstrate in their resume they possess the competencies to perform effectively. Well-Qualified: The next lower category (Well-Qualified) will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require some training but not in all areas. Those that have a cut-off score 80 to 96, and have demonstrated in their resume they possess the competencies to perform proficiently. Qualified: This category will be used for the candidates that only meet the basic requirements and eligibilities. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position. Those that have a cut-off score 70 to 79 and possess the competencies. Names of the candidates in the Highly-Qualified category will be sent first to the hiring manager for employment consideration. Applicants in other categories will be referred in accordance with category rating procedures.
