Job summary
About the Position: Execute outreach efforts associated with the Corps of Engineers Formerly Utilized Sites Remedial Action Program, Defense Environmental Restoration Program and International and Interagency Support Programs. Provide outreach support to a diverse audience of stakeholders including elected officials, government agencies, citizen groups, property owners and media representatives on a number of high-profile, politically sensitive, and sometimes controversial projects.
Major duties
Prepare outreach deliverables in support of the Buffalo District’s environmental outreach and public affairs initiatives. Performs quality checks, technical editing and proofreading on a wide range of in-house and contractor deliverables. Assists in the development and implementation of communication plans, meetings with editorial boards and stakeholders. Coordinating public meetings, workshops, and meetings to facilitate full participation by other agencies, groups, and individuals within the USACE. Assists with answering public and congressional inquiries relating to a wide range of topics to include environmental remediation, ecological and health concerns, and USACE project delivery processes. Establishes and maintains Permanent Record File (PRF) and Administrative Record File (ARF) for FUSRAP and DERP-FUDS projects.

OR 1 full year of graduate level education or superior academic achievement GS-09-I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: under some supervision, preparing and distributing outreach or other products in response to programmatic initiatives; maintaining permanent record files and administrative record files; identify, analyze, and make recommendations to effectively implement the outreach program; develop public involvement plans and provide input to project delivery teams; prepare and deliver public presentations and meetings. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related GS-11-I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: preparing and distributing outreach or other products in response to programmatic initiatives; maintaining permanent record files and administrative record files; identify, analyze, and make recommendations to effectively implement the outreach program; develop public involvement plans and provide input to project delivery teams; prepare and deliver public presentations and meetings.
