Job summary

About the Position: Responsible for independently collecting, analyzing, and integrating information into Division organization and processes necessary for Division leadership to make decisions, developing and maintaining knowledge management tools to present and supply these data analyses and other Operations and Maintenance Program information to Division and District leadership and staff, and supports other key administrative programs.

Major duties

Evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses. Data mining: data collection from various reporting systems for assembly into execution reporting tools. Collect, consolidate, and occasionally summarize reports, briefings, summaries, and fact sheets obtained from other District elements and external partners. Provide guidance, advice, and assistance to Division supervisors. Prepare, consolidate, and coordinate delivery of weekly, monthly, quarterly, annually inputs on operating status, budget execution, and other key events and process. Employs spreadsheet and form creation tools to facilitate data assembly and delivery. Prepare a variety of reports, letters, and responses to inquiries. Coordinate with other District administrative staff and organizations to develop, review, propose, and enforce administrative polices, guidance, and tools. Develops staff operating procedures, distribution systems, and practices that are necessary for the continuous effective processing of documents. Collect, analyze, and present data on the Operations and Management O and M Program. Knowledge of Enterprise Data Warehouse, automated operational and maintenance information management systems, financial management systems, local spreadsheets, and other online data sources. Updates/maintains various information storage/distribution sites used to share the documents, presentations, data, data analyses, rosters, and other information. Prepare tables, charts, graphs, infographics, and other means to present data in a format consumable by Division, District, and regional leadership. Maintains library of leadership and stakeholder briefing materials. Ensures conformity with agency standards and guidelines for all correspondence and briefing materials.

Specialized Experience GS-09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: Using computer applications such as databases and spreadsheets to develop and manage data that is used to build budgets, report on project statuses, and provide reports or equivalent type of work with closer than normal supervision. This definition of specialized experience is typical of work performed at the next lower grade/level (GS-07) OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as: Business Management, Program Management, Financial Management or related fields.. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience that involves Using computer applications such as databases and spreadsheets autonomously to extract and retrieve data for analysis of programs and projects such as budgets, manpower, occupational health and safety for improvement to processes and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level (GS-09) or the second lower grade/level. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Program Management, Financial Management or related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
