The primary purpose of this position is: To serve as a Lead Operations Analyst and Subject Matter Expert in the Decision Support Office (DSO) in Deputy Commander's Office at Headquarters, Air Mobility Command (HQ AMC).

Major duties

Provides senior-level operations planning, advice, and knowledge across all AMC capabilities and operations to support decision makers in achieving overall AMC and MAF objectives and priorities. Serves as senior strategic operations manager for compartmented and sensitive activities at AMC. Determines strategic operational requirements related to MAF Operations. Performs Engagement, Consulting and Liaison Duties.

Qualification

Conditions of Employment Continued: Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), and other intelligence-related Special Sensitive information or involvement in Top Secret Special Access Programs (SAP) with a current Counter- Intelligence polygraph as a condition of employment. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. Experience working with Mobility Air Forces (MAF) sensitive activities and employment of MAF compartmented operations is highly desired and critical to successfully carryout out the mission. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience includes mastery of the Intelligence portions of the DSO sufficient to provide expert technical, administrative, protective, investigative, and professional work. The incumbent must possess the ability to plan, organize, and develop studies or projects, and to negotiate effectively with higher levels of management in order to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures; The analysis, planning, and risk assessment of the DSO intelligence portfolio by the incumbent is critical to the operation of the four-star command, Air Mobility Command. Responsibilities range from technical advice, knowledge, and conversation to the ability to liaise and coordinate with senior level officials across all levels of the U.S. Government as well as partner nation governments; Expert knowledge in a wide range of operations techniques, requirements, methods, and procedures as well as a broad technical knowledge of other disciplines activities, functions, and services accomplished directly by this position will significantly impact a wide range of AMC activities, the work of subordinate units, U.S. Transportation Command, the Joint Staff, and the Secretary of Defense. At the technical and tactical level, this position will affect the provision of essential support operations to numerous Mobility Air Forces deployed forward through numerous, varied, complex technical, professional, and administrative functions. At the operational and strategic level, this position will directly impact the operational and strategic policy of the United States Government as it relates to Mobility Operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, policies, directives, regulations, and authorities governing security, intelligence, and special operations. Knowledge of the principles, concepts, and theories of all Mobility Air Forces (MAF) Capabilities (to include Information Operations and Sensitive Activities, across the spectrum of competition, crisis and conflict) and the standard practices, methods, and tactics, techniques, and procedures related to Commander's objectives sufficient to perform difficult and complex assignments peculiar to the MAF. Knowledge of analytical and evaluative methods and techniques, as well as ability to plan, schedule, and conducts projects and studies to evaluate and recommend ways to reduce risks and improve the effectiveness of operations to include adapting or developing new or modified methods. Knowledge of laws, policies, directives, regulations, and authorities governing security, intelligence, and special operations in reference to MAF operations, plans, programs, capabilities, technologies, techniques, concepts and policies. Knowledge of MAF operations to perform analytical studies and prepare reports, briefings, documentation, and correspondence to articulately communicate factual and procedural information peculiar to mobility operations to senior AMC and Department of Defense leaders. Knowledge of senior combatant command, joint staff, OSD, inter- governmental, and congressional staffing processes. Skill in applying the principles, concepts and practices of operations sufficient to perform difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, Joint service-members, and Senior Leaders to include congressional and international partners. Expert on all DoD and AMC staff processes. Ability to understand all aspects of intelligence in support of operations and planning and ability to integrate intelligence into all proposed solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
