Job summary

This is a public notice flyer to notify interested applicants of anticipated vacancies through the STRL Mission Support direct hire authority. Applications will not be accepted through this flyer. Major duties

You will perform a variety of technical cost analysis activities for weapon system programs of NAVAIR, Navy, and joint acquisition programs. You will participate in analysis of alternatives, life cycle cost estimating, source section, earned value management, integrated master schedule development and maintenance, and business case studies. You will develop and deliver high quality cost products and services effectively in support of the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions. You will address cost related requests/issues and communicate the findings to the cognizant Cost Team Lead, supervisor, and/or customer.

Qualification

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Addressing cost related requests/issues, communicating findings to lead, supervisor, and/or customer; 2) Characterizing the cost analysis approaches and quantitative techniques to be used, specific types of data required and corresponding data sources; 3) Performing continuous process improvement on cost estimating/analysis methods, tools, databases, and/or processes to facilitate effective modeling of a range of outcomes; and 4) Presenting, defending, and justifying estimates and negotiate effectively to gain consensus with others, including those with differing viewpoints or goals. Education

Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree. Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
