Job summary

The primary purpose of this position is to serve as a Science & Technology (S&T) Research Analyst for the Requirements, Resources and Analysis Directorate in the Science and Technology Division, Headquarters North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM). Major duties

SUMMARY: The incumbent independently performs duties in support of Science & Technology, Research & Development, and Innovation (STRDI) mission objectives. This is a developmental position with known promotion potential to the target position of NC1392, Operations research Analyst, GS-1515(11)-13. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. DUTIES: Responsible for leading the efforts in support of the Science and Technology, Research and Development and Innovation (STRDI) Strategy, Organization, Planning and Execution. Utilizes scientific inquiry in the independent development and analysis of existing mathematical models and computer programs to support assigned campaigns, projects, studies, or problems. Develops informational and engagement papers for Top 5/Senior Leader review in preparation for advanced technological capability presentations.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Operations Research Series 1515. BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.NOTE: You must submit a copy of transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-1515-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. Knowledge of mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: I have one year of graduate-level of education or superior academic achievement in a field directly related to the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts SPECIALIZED EXPERIENCE GS-1515-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. Knowledge of mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE GS-1515-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of a wide range of complex principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. Knowledge of mathematics and analysis to perform complete studies of limited scope or work as a team member on specific problems of a major study, and prepare reports, documentation, and correspondence to communicate recommendations /conclusions clearly. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE GS-1515-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of a wide range of complex methods and techniques used in operations research studies to recommend those suitable for producing explicit findings and discriminating evaluations. Professional knowledge of and skill in applying and adapting standard approaches to gather, analyze, and evaluate information concerning complex processes, operations, or questions typified by conventional relationships. Skill in articulating and negotiating complex issues. SPECIALIZED EXPERIENCE GS-1515-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of NORAD and USNORTHCOM domain awareness, information dominance, and decision superiority of the DOD and Canadian DND regulations, policies, and processes guiding development, validation, and verification of military requirements and technology development of systems. Ability and knowledge is required to independently conceive, lead, and evaluate complex issues related to strategic capabilities generation and evaluation, analysis of new systems concepts and alternatives, and understanding technology issues associated with existing and new domain awareness, information dominance, and decision superiority systems. Mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-1515-7/9/11/12: 1. Knowledge of basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. 2. Knowledge of mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 3. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform routine to difficult but well precedented assignments in operations research analysis. 4. Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior analysts. 5. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 6. Ability to plan and organize work, and confer with co-workers effectively. GS-1515-13: 1. Knowledge of domain awareness, information dominance, and decision superiority as it relates to the Homeland Defense mission. 2. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities. 3. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 4. Skill to negotiate and/or defend findings and program support concepts; ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. 5. Knowledge of DOD and DND/CAF Research, Development, Test and Evaluation (RDT&E) policies, programs and organizations with emphasis on cultural courtesies and sensitivities. 6. Skill in written and oral communications sufficient to prepare and present findings, recommendations, and briefings to senior leaders; ability to independently analyze and assess complex systems and operational requirements issues in an environment of uncertainty and continuous change, involving the legislation, authorities, policy, and scope of programs. This position is subject to uncommon tours of duty, shift work, and/or may be "on call" after normal duty hours, which may include evenings, weekends or holidays. Position is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. 2. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. 3. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employees telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 4. This position is cyber coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence.
