Job summary
This position is assigned to the Morale, Welfare, and Recreation (MWR) Program; Fleet Readiness; Fleet & Family Readiness (FFR); Commander, Navy Installations Command (CNIC). Incumbent serves as a Program Analyst (Accreditation Team), responsible for conducting site visits for the purpose of assessing MWR operations and customer service, monitoring financial performance, quantifying resource requirements in support of the Program Objective Memorandum (POM), and validating program standards.

Major duties and responsibilities include but are not limited to: Conducts on-site accreditation visits for all Navy MWR programs. Assesses all aspects of program operations in accordance with program standards and provides technical assistance. Serves as the technical advisor to the assigned accreditation team during site visits. Monitors and evaluates the effectiveness of region/installation implementation of program standards through the use of site visits, interviews with supervisors, managers, staff members, guests, host and tenant commands, and review of applicable facility, financial, training, personnel, and customer service records. Works with the HQ Accreditation Program Manager, HQ PM's and SME's in development of program standards. Methods include but are not limited to leading virtual and in person meetings, official correspondence, and attendance at relevant meetings, seminars, and conferences that may involve senior level Department of Defense (DoD) leadership. Writes final accreditation reports to Installation Commanding Officers (CO), Region COs and HQ senior leaders. Reviews Plans of Action and Milestones (POA&M) prepared by regions and installations for post accreditation corrective actions to determine appropriateness and ensures implementation by next accreditation visit. Validates program standards are in compliance with higher-level agency and department regulations, policies and procedures. Evaluates enterprise-wide program performance against established Navy, CNIC, and FFR published goals and objectives. Analyzes and reports on overall program efficiency and performance against established financial goals. Prepares Performance Data Call database for annual, enterprise-wide reporting in support of the Planning, Programing, Budgeting and Execution process (PPBE). Performs administrative duties to support field access, completion, and submission. Contributes to the development of MWR strategic and business plans based on information gathered. Assists in the development and administration of the annual enterprise-wide Customer Satisfaction Survey, collates and analyzes results and reports findings. Utilizes a web-based MWR enterprise modeling system, tests and runs program standard change scenarios. Trains team members on conducting site visits. Trains region and installation personnel on the Accreditation program. Contributes and assist in the administration of the enterprise-wide Customer Satisfaction program. Reviews, updates, maintains, and distributes MWR training tools such as Program Desk Guides. Maintains the MWR program eLibrary.
Qualification

A qualified candidate must possess the following: At least four years of specialized experience managing multiple Commander Navy Installation (CNIC) Morale, Welfare, and Recreation (MWR) programs and/or assessing MWR programs against established program standards. A qualified candidate must also possess the following: Knowledge of laws, regulations, policies, concepts, and principles applicable to Navy MWR, sufficient to provide subject matter expert assistance, guidance, and advice in operation and maintenance, fiscal management, and procurement of equipment and supplies. Knowledge of Navy MWR policies, standards, regulations, and practices. Knowledge of Navy MWR programs. Knowledge of Appropriated funding (APF) and Non-Appropriated funding (APF), financial management to include budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management. Knowledge of NAF policies and regulations covering areas applicable to administrative and operational procedures of Navy MWR programs. Knowledge of quality assurance principles, practices, and procedures. Knowledge of military operational organizational structure and chain of command. Skill in assigning, directing, training, and reviewing work of team members. Skill in utilizing web-based modeling systems. Ability to develop and deliver training. Ability to represent echelon II command with individuals and organizations to negotiate and resolve problems. Ability to communicate clearly and effectively, both verbally and in writing, with all levels of personnel.
