Job summary

Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants.

Major duties

Duties will be developmental in nature when the position is filled below the full performance level. Reviews, examines, and resolves problems of substantial difficulty relating to discrepant MMPA's and MMPA's that have been dropped or partially dropped due to programming deficiencies. Provides guidance and assistance to lower graded associates in resolving problems. Receives individual problem cases which other military pay areas cannot process utilizing normal methods due to lack of access to unique transactions or computer program problems. Works with systems analysts, programmers, and control analysts in examining and interpreting problems encountered in the system. Is responsible for and may also personally accomplish research and discussions leading to documentation facts, assumptions, alternatives, conclusions and recommendations to systems accountants and policy personnel concerning the system's behavior. Updates pay accounts of members based on court martial, Article 15 non judicial punishment, and other legal orders and decisions.

Qualification

To be hired at the GS-05 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience performing a variety of support functions using standardized procedures to process payroll transactions such as entering data into an automated payroll system and correcting invalid/incorrect payroll transactions. To be hired at the GS-06 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience using automated payroll systems to process pay actions, researching and making necessary corrections to resolve problem pay actions, and experience processing a wide variety of pay actions which require carrying out different and unrelated steps and procedures to resolve pay problems of different specialties. To be hired at the GS-07 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as interpreting the laws, rules and regulations pertaining to military payroll, reviewing work for technical adequacy and compliance with established policies and procedures; processing final actions to resolve various complicated military pay problems or issues using a variety of techniques; and running reports to monitor workload and providing technical support on standard procedures to coworkers. Time-in-Grade: GS-05: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-05, applicants must have served 52 weeks as a GS-04 or higher grade in Federal Service. GS-06: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service. GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-05 Substitution of Education for Specialized Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-06 Substitution of Education for Specialized Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-07 Substitution of Education for Specialized Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
