About Defense Media Activity
The position is being filled under Direct Hire Authority for Certain Personnel of the Department of Defense. Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, “Direct Hire Authority for Certain Personnel of the Department of Defense,” June 23, 2023. This position is located in the Defense Media Activity (DMA), a Department of Defense Field Activity reporting to the Assistant to the Secretary of Defense (Public Affairs) (ATSD (PA)). The DMA is a worldwide media organization charged with informing Department of Defense (DoD) audiences, managing the Department’s visual information records, training the Department’s public affairs and visual information workforce and providing broadcast radio and television to DoD personnel overseas operating from multiple locations in the United States and overseas, including deployed combat and contingency forces worldwide.
Job summary
This position is open only to those residing within the local community area, approximately with 100 km (one hour) of Kaiserslautern, Germany. This position is located at Stars and Stripes Europe Headquarters, Kaiserslautern, Germany.
Major duties
Serves as Manager of Marketing Services for Stars and Stripes, reporting to the Director of Marketing Services, with full responsibility and authority to develop, plan, implement and oversee Marketing programs. Evaluates, analyzes and reports on subscribers/member/military community demographics and interests and advises management on promotional strategies; recommends changes to existing programs and suggests the adoption of new programs. Maintains oversight of the logistics operations in Europe and Expeditionary to maintain and improve customer service and engagement. Conducts periodic campaign, social media, and event assessments and analysis briefings. Directs and oversees department activities, including but not limited to: management of logistics/distribution of newspapers, and identifying new partnership and outreach opportunities Oversees all phases to ensure integration and coordination between internal stakeholders and Stars and Stripes community, within established timeframes and on a sound financial basis, serving as principal advisor for all department matters.
Qualification
A 4-year degree at an accredited U.S. university in business, marketing or liberal arts or equivalent job experience of 5 years in the field of member/customer and marketing services development and management. Excellent project development and management skills, including time management and the ability to work with external resources. Practiced in negotiating workable solutions with others in a positive, productive manner. Experience using Adobe and Microsoft Office products for report creation, data analysis, charting and presentations. Two to four years specialized experience in establishing and managing the member and marketing services for a trade association, nonprofit, or other member-driven enterprise that relates directly to the duties described above. Two or more years as a manager/supervisor of 5+ people. PREFERRED REQUIREMENTS: The best candidates will have superior communications and cross-functional leadership skills, with a demonstrated ability to analyze medium to large data sets and present as cogent reports at varying levels of the organization. An advanced degree in Advanced degree in business management, entrepreneurship or marketing with five or more years of specialized experience in managing marketing services as described above. Experience with U.S. government procurement and contracting. Familiarity with print and digital media content development, production and delivery.
