Job summary
This position is located in Department of Defense (DoD), Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities Operations & Services Division (FOSD), FAC OPS - RSRV ENG OPS BR. Serves as the main support branch for professional and technical engineering support, project management and planning, project review, project execution, facilitation, coordination and building management.

Incumbents typical work assignments may include the following: Serve as a mechanical engineering consultant and technical expert on building mechanical Control Systems, utility infrastructure, systems and equipment. Responsible for designing, analyzing, configuring, testing and troubleshooting highly complex Heating, Ventilation, and Air Conditioning (HY AC), building automation systems (Metasys, ICONICS. Provide project engineering/ program management support, development and evaluation support and/ or engineering/life cycle support of a complex nature in a narrow area of specification. Serve as a project manager and Contracting Officer's Representative on assigned projects and tasks. Provide specialized mechanical engineering consultation which requires the application of expert knowledge and experience in the solution of a variety of unusual mechanical engineering problems and Facility Related Control Systems. Responds to requests relative to specific and immediate mechanical distribution problems.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. You may qualify at the GS 13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: expert level knowledge of general, electrical, mechanical or fire protection engineering theories, principles, concepts, standards and methods pertinent to highly complex life safety power, standby power, mission critical power and mission critical chilled water systems, sufficient to completely analyze, configure, test all aspects and troubleshoot such systems; 2) expert level knowledge of Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), or National Fire Protection Association (NFPA) requirements to ensure safety and protection of health in carrying out assigned work; and 3) expert level knowledge of procurement rules and procedures applied in procuring contract services. You may qualify at the GS 12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:. expert level knowledge of general, electrical, mechanical or fire protection engineering theories, principles, concepts, standards and methods pertinent to highly complex life safety power, standby power, mission critical power and mission critical chilled water systems, sufficient to completely analyze, configure, test all aspects and troubleshoot such systems; 2) expert level knowledge of Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), or National Fire Protection Association (NFPA) requirements to ensure safety and protection of health in carrying out assigned work; and 3) expert level knowledge of procurement rules and procedures applied in procuring contract services. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: applying engineering concepts, principles, practices, methods and techniques to provide technical guidance related to designs, layouts, plans, and specifications of new building mechanical Control Systems, utility infrastructure, systems and equipment. You may qualify at the GS 09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:. evaluating engineering plans, designs and specifications; and 2) troubleshooting building mechanical Control Systems, utility infrastructure, systems and equipment. You may qualify at the GS 7 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 5 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: assisting higher-level engineers to identify future facility needs; 2) assisting in projects to resolve engineering problems; and 3) communicating orally and in writing to convey technical and non-technical information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
