Major duties

Exercises technical and administrative supervision over subordinate workers. Plans the use of subordinate workers, equipment, facilities, and materials based on workload projections on a weekly or monthly basis. Establishes deadlines, priorities, and work sequences, in accordance with general work schedules, methods, and policies established by higher-level supervisors. Determines the number and types of workers needed to accomplish specific projects. Assigns work to individual workers by verbal or written instructions. Monitors work in progress and inspects completed work to assure work order requirements. Sets performance standards for subordinates and makes formal appraisals of their work performance. Counsels employees and discusses informal complaints and grievances with workers and union representatives. Initiates disciplinary actions as needed. Maintains work reports and records.

Qualification

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. Ability to Supervise: I assist with planning and organizing work activities for employees. Examples Include: Advise supervisor of problems involving disciplinary actions and counseling on conduct. Set goals and deadlines for accomplishing work; give instructions to employees on work procedures and safety. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to coordinate with supervisor on planning, organizing and directing work activities for subordinate employees. Examples Include: establishes goals and deadlines for subordinate employees with approval of supervisor. Maintains production reports and records as required. Assists in the development of directives and Standard Operating Procedures (SOP's) to improve work operations. Trains personnel on safety operations and overall work assignments. Recommends to supervisor promotion and performance requirements; counsels personnel and takes informal corrective action on conduct and performance.

Qualified: This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
