Job summary
You will serve as a MANAGEMENT CASE ANALYST in the Commander, Navy Installations Command (CNIC) of COMNAVREGSW SDIEGO.
Major duties
You will develop and implement organized systems and strategies and necessary controls that significantly improve receipt and disbursement of survivor benefits. You will review and update changes to appropriate manuals, directives, and instructions to ensure the program is in compliance with government regulations at all times. You will maintain and utilize a functional system for collecting and managing status reports and pertinent information related to the progress of each use. You will originate and effectively maintain correspondence and messages in connection with the program. You will designate commands in various counties to provide a military flag presenter when full funeral honors are not feasible. You will perform typing, filing and copying tasks as determined by the supervisor.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administers funeral programs and support Casualty Assistance Calls Program by receiving requests, confirming details, verifying eligibility and assigning personnel; 2) Communicates effectively both orally and written with funeral personnel and private citizens, and 3) Provides assistance by processing benefit claims, coordinating travel requirements, and managing case files. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related or A combination of experience and graduate education as described above that equates to one year of experience A transcript must be submitted with your application if qualifying using education. Additional Information (Continued): Physical Demands: Work is primarily sedentary, although some slight physical effort may be required. Work Environment: The incumbent works in an office and is not exposed to unusual risks. Some travel outside San Diego and within the Southwest region is necessary to attend training or attend conferences. Some travel outside the region may be required. The work can be psychologically demanding and stressful during short periods of heavy workload. Desired skills: Provides Technical training an written guidance to Commanding Officers, Supervisors and Casualty Officers responding to casualty call situations, with little Supervision. Ability to assign trained CACO's to provide expeditious notifications to next of kin upon being informed of a casualty and completing required Casualty Assistance Notification forms. Reviews and verifies funding obligations and assists with the execution of expenditures of funds using a Government Purchase Card as a card holder. Assists in developing detailed plans and comprehensive studies dealing with work measurements, methods and procedures to identify problems and propose solutions to improve efficiency. Expertise and familiarity with survivor benefits to ensure beneficiaries receive benefits from various agencies in a timely manner. Expertise with DCIPS online reporting system and Navy Goldstar Program, review DCIPS daily to ensure entitlements are payed in a timely manner while recognizing difficult issues with bereaved families and ensure a proper warm handoff with Navy Goldstar. Ability to collect assemble and analyze case file information and presents finding and recommendations effectively both oral and written form to the Program Manager. Independently plans assigned work and develops analytical methods and detailed procedures and accepted practices for the Casualty/Funeral Honors program. Participates in large scale Mass Casualty contingency plans and crisis care operations as needed. Able to instruct large groups, enlisted and officer personnel in Casualty Assistance and Funeral Honors procedures. Ability to train Casualty Assistance Calls Officers is one of the most important traits. This is an on-call position during off-hours as necessary to render assistance or provide advice during specific casualty situations. Work requires travel away from normal duty station for training of Casualty Assistance Call Officer Course, Funeral Honors teams and Veterans Service Organization.
