Major duties

You will serve as a Management and Program Analyst (Requirements and Assessment Analyst) in the Cyber, Space, and Service Cryptologic Warfare Division, Warfare Requirements Directorate at U.S. Fleet Cyber Command (FLTCYBERCOM). You will plan and conduct capability reviews and gap analysis to evaluate current and future Navy shore and afloat networks, cyberspace, space, and cryptologic system capabilities. You will coordinate with representatives in development, submission, justification, and update of capability requirements for inclusion in Planning, Programming, Budgeting, and Execution, (PPBE) and Future Years Defense Program (FYDP) per timelines. You will identify execution year shortfalls and unfunded priorities affecting Navy programs. You will participate as a functional and analytical SME/Command representative in supported working groups and coordinate inputs and responses for final review. You will maintain an understanding of DoD requirement and acquisition processes to provide for informed decisions regarding planning, resourcing, and operations leading to development of robust capabilities achieved within economic limitations.

Qualification

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience formulating, analyzing, and articulating emerging requirements for networks, cyberspace and cryptologic system capabilities. -Experience monitoring databases making sure departments are meeting all budget cycle requirement deadlines. -Experience drafting position papers on issues directly affecting programming decisions. -Experience cultivating working relationships with leaders that foster effective support for decision-making and contributing to assessment of issues that directly affect critical operational programs. -Experience evaluating operational and business needs, and assessing how well networks, cybersecurity, space, and communication systems are aligned with requirements. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0343-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
