Job summary

You will serve as a MANAGEMENT AND PROGRAM ANALYSIS OFFICER in the Strategy and Future Requirements department (N5), Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA), Capodichino, Italy ***PLEASE NOTE: THIS IS A TEMPORARY PROMOTION OF 1 YEAR*** RECRUITMENT SOURCE: MIoC INTERNAL TO UIC 3049B Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.

Major duties

You will oversee process analysis and process improvement efforts. You will be responsible for the direction and coordination of operations necessary to accomplish the responsibilities of the department. You will provide technical guidance on the strategic planning, policy development, and future requirements as it relates to the support of the command. You will oversee and ensure the development and refinement of business practices and performance measurement review processes.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying qualitative and quantitative methods to analyze and measure the effectiveness, efficiency of program processes; 2) Assessing programs to recommend improvement of processes at a shore station; 3) Implementing Joint, interagency and international political/military systems and processes into EUCOM, AFRICOM, CENTCOM and DoS systems and processes; and 4) Interpreting large amounts of data to draw conclusions and recommend appropriate courses of action. 5) Developing a strategic business plan that links strategic outcomes with budgets and operational metrics to ensure long term goals are met. 6) Determining critical decisions in the planning, strategizing, coordination, management, and execution of programs to meet customer requirements. The incumbent must be able to obtain ''Top Secret/SCI NATO CTSA Clearance" and be granted access to Critical/Sensitive Information. 2. Due to the clearance requirements of this position, the position is a drug tested designated position. 3. This position is Emergency-Essential (E-E). In the event of a crisis situation, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively: therefore, the position is designated "key" which requires the incumbent or designated alternate to be screened from military recall status. Employee is required to submit to smallpox and anthrax vaccinations as a condition of obtaining and retaining employment. Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy policy.
