This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.

Major duties

Assist in the development and implementation of governance policies, procedures, and frameworks to ensure alignment with organizational objectives and regulatory requirements. Conduct preliminary risk assessments to identify potential governance and operational risks within various departments or projects. Recommend mitigation strategies to reduce identified risks. Participate in internal audits and reviews of governance practices, helping to document findings, track compliance issues, and suggest corrective actions. Collect and analyze data related to governance, risk management, and compliance activities. Prepare reports and presentations for senior management and other stakeholders. Collaborate with cross-functional teams to facilitate the integration of governance practices into daily operations. Serve as a point of contact for governance-related inquiries.

Qualification

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade 09 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-11 level is defined as experience conducting studies to identify program issues and recommending corrective action and preparing communication for administrative matters. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade 11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-12 level is defined as experience conducting studies to identify program issues and develop/implement corrective actions; providing project management oversight; and preparing communication for administrative matters. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. There is no substitution of education for specialized experience at the GS-12 grade level. Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application. Official transcripts are not required at the time of application outside of what is outlined above; however, official transcripts must be verified PRIOR to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
