Job summary
You will serve as a MANAGEMENT ANALYST in the PLANNING, DESIGN AND CONSTRUCTION DIVISION of NAVAL FAC ENGINEERING CMD WASH.
Major duties
You will analyze administrative programs to locate and eliminate ineffective procedures or processes. You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to prepare reports. You will analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints. You will evaluate operational criteria to determine compliance with organizational goals or mission objectives. You will consolidate data for trend analysis. You will manage the execution of special studies to identify issues or negative trends.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying analytical and evaluative methods to assess issues related to the efficiency and effectiveness of program operations. 2. Using the General Fund financial system to support NAVFAC Washington's budget processes, including budget development and execution. 3. Applying knowledge of laws, regulations, and policies that impact resources in public works or facilities engineering. 4. Interpreting contracting requirements and policies, and applying relevant laws and regulations to manage a public works or engineering organization's finances. 5. Conducting both written and verbal briefings to stakeholders. and 6. Using computers and software, including MS Office and various management systems, to prepare executive papers and visual aids.
