Job summary

You will serve as a LEAD NATURAL RESOURCES SPECIALIST in the Environmental Division of NAVFAC OSF.

Major duties

You will provide professional and technical leadership to support the delivery of natural resources programs and projects to NAVFAC customers and Supported Commanders (Department of Defense (DoD) organizations). You will manage and execute the Natural Resource Program to include the review and implementation of management programs, specifically Sikes Act INRMPs. You will develop innovative, responsive, and sustainable solutions to ensure that Supported Commanders are able to meet their training and operational mission needs while also ensuring natural resources compliance and environmental stewardship. You will develop, coordinate and review of Natural Resources Program metrics and annual reports for submission to higher headquarters (DoD organizations). You will develop long-range forecasts for planning, programming, and budgeting of natural resource requirements) and guide program execution. You will coordinate with high-level DoD and non-DoD agency personnel regarding natural resources laws, rules, and regulations and general ecosystem management to resolve program issues and assist in prioritizing resources. You will assist with the interpretation of laws and regulations to include NEPA, Endangered Species Act, Clean Water Act, Marine Mammal Protection Act, and Magnuson-Stevens Fishery Conservation and Management Act to meet mission requirements.

Qualification

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing, developing and completing natural resources management plans for Department of Defense installations; 2) Providing professional and technical leadership, oversight, direction and advice regarding the management of natural resources 3) Applying knowledge of biological/natural resources disciplines to plan new approaches, resolve complex problems, make decisions, and recognize future needs for the protection and management of natural resources; 4) Coordinating with environmental subject matter experts related to natural resources, cultural resources, munitions, environmental compliance (i.e., water, wastewater, storm water, solid waste, hazardous waste, noise, air) to resolve program issues and assist in prioritizing resources; and 5) Interfacing with high-level DoD commands, non-DoD federal agencies, state and local agencies, and the public to discuss proposed operations and their natural resources impacts. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements Basic Requirements Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
