Job summary

About the Position: Applies a wealth of environmental, physical, and social science knowledge as well as environmental planning and project implementation expertise in serving as an emission modeling and air quality and greenhouse gas compliance expert for U.S. Army Corps of Engineers projects across the South Pacific Division (SPD). Provides air quality and greenhouse gas compliance, leadership-technical expertise across a wide variety of USACE programs and projects.

Major duties

Manages Clean Air Act (CAA) and National Environmental Policy Act (NEPA) air quality and greenhouse gas related environmental planning. Develops complex emission inventories, CAA and greenhouse gas analyses, and associated NEPA and environmental compliance documentation. Navigates the air quality and greenhouse gas environmental compliance process for a wide variety of USACE programs and projects. Reviews air quality and greenhouse gas related environmental features of proposed USACE projects, i.e., NEPA and CAA documents for military and civil works projects, and various planning documents for civil works and Work for Others projects. Provides quality control and/or quality assurance of in-house or A/E contracted environmental documents related to emissions modeling and air quality and greenhouse gas analyses throughout SPD and nationally, as appropriate. Ensures compliance with established criteria, sound environmental principles, standard practices, and existing environmental laws and regulations Participates in District quality assurance/quality control process for environmental elements related to emission modeling and NEPA and CAA air quality and greenhouse gas emission analysis and compliance contained in decision documents. Performs special studies of environmental methods and procedures. Analyzes and evaluates possible applicability to USACE projects, and makes recommendations based on findings. Develops or actively participates in conferences and workshops with DoD Partners, SPD, HQUSACE, Districts, consulting firms, non-Federal project sponsors, resource agencies, and other interested parties. Leads environmental resources project delivery team members in developing emission inventories, NEPA and CAA air quality and greenhouse gas emission analysis and compliance documents. Serves as the San Francisco District's CAA and NEPA air quality and greenhouse gas compliance expert.

Qualification

Specialized Experience: One year of specialized experience which includes scoping, managing, and conducting environmental planning and compliance for project air quality/greenhouse gases and interpreting related environmental, social, and economic effects by conducting air pollutant and greenhouse emission modeling/analysis as well as leading consultation, policy interpretation, and training on air quality, and greenhouse gas compliance environmental areas related to sciences such as climate science, atmospheric science, and environmental science. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Basic Education Requirement Lead Social Scientist (Air Quality Compliance Specialist) (0101): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or a degree in a related discipline appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Education Requirement for Lead General Biological Sciences (Air Quality Compliance Specialist) (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Education Requirement for Lead Civil Engineer (Air Quality Compliance Specialist) (0810):A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Education Requirement for Lead Physical Scientist (Air Quality Compliance Specialist) (1301):A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
