It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.

Job summary

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Major duties

As Team Leader, ensure the organization's strategic plan, mission, vision, values, and goals are integrated in the daily work processes of the team. Serves as Senior Contract Specialist and Team Leader with up to unlimited Contracting Officer signatory authority. Ensure the adequacy of acquisition planning, competition in contracting, preparation of price/cost analyses for designated actions, and small business utilization. Develop and/or review complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost plus incentive fees or fixed-price incentive fees. Responsible for assuring standards are maintained; law, policy, procedures, and regulations are adhered to. Perform procurement oversight for complex, high dollar value solicitations and proposed contractual actions within assigned area.

Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal Service, Military, or Private Sector. Specialized experience is defined as experience negotiating, administering and terminating contracts to procure IT products, services and IT operational capability for customers. Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
