Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will perform as a Laborer in a variety of trades and crafts in connection with the construction, alteration, maintenance, and repair of buildings, structures, roads, grounds, utilities and other facilities related to the operation and maintenance of a reservoir area.
Major duties
Perform grounds keeping including mowing and cleaning services of public use areas and operational areas. Perform flood cleanup operations at the reservoir to include cutting, stacking, and burning of flood debris and driftwood. Read and record data pertaining to weather conditions, reservoir pool and stream elevations and reports data to higher graded employee. Operate a variety of tools, machinery and equipment in association with grounds keeping, mowing, cleaning, and maintenance activities. Perform various tasks in connection with connection with construction, alteration, maintenance, and repair of buildings, structures, roads, grounds, utilities, and other facilities related to the operation and maintenance of the reservoir area.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Laborer~ without more than normal supervision. - have the ability to perform routine operator maintenance of hand tools and equipment. Have safely used industrial cleaners (typically used in households) and basic hand and yard tools and equipment, such as a rake, pitch fork, wheelbarrow, hand-pump sprayer, hand truck, shovel, push lawn mower (manual), hammer, screwdriver, wrench, and pliers. Have performed routine work assignments with little or no assistance (e.g., picking up all paper and trash around the work site three times a week). Work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Works from ladders, scaffolds, and platforms when making repairs to equipment or machinery. On occasion work may be performed on a boat. Operates lawnmowers, both riding and hand operated which requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Frequently handles, lifts, carries, and sets up parts, equipment and materials that weigh up to 50 pounds. Occasionally may lift and carry items that weigh in excess of 50 pounds. WORKING CONDITIONS: The work is done outside and inside. When working outside, is subject to discomfort from long periods in the hot sun, humid environment, and sometimes in chilly and rainy weather. Is subject to working conditions of the various trades in which working. There is a chance of minor injuries such as bruises, cuts, and scrapes, and possibility of broken bones from falls. Is exposed to dirt, dust, mud, grease, fumes, and burns. May wear protective clothing such as hardhat, gloves, safety shoes, hearing protection and protective glasses. May be required to perform wildfire suppression duties.
