Job summary

The primary purpose of this position is to perform a variety of heavy laboring tasks which frequently involve the use of heavy hand tools and power equipment which require some degree of special manual skill, prior work experience, or training.

Major duties

Loads, unloads, moves, and stacks heavy boxes or bulky items from trucks, trailers, and other conveyances using hand trucks or dollies. Operates heavy hand tools and power equipment. Maintains and accounts for all types of hand or power tools required to accomplish assigned duties. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

Qualification

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3500, General Service and Support Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-73502 LABORER more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Knowledge of heavy-duty hand tools and power equipment such as handsaws, hatchets, picks, shovels, and heavy, walking-type power mowers, weedeaters, edgers, mechanical spreaders, chainsaws. 2. Knowledge of established safety standards and procedures. 3. Skill in using heavy hand tools properly; and in performing routine operator maintenance on and making adjustments to heavy hand tools and heavy power equipment. 4. Skill in operating and controlling heavy power equipment properly. 5. Ability to independently complete assignments involving a sequence of tasks or processes and to follow written and/or oral instructions. 6. Ability to lift and move heavy objects. Physical Effort Exerts very heavy physical effort, frequently lifting and carrying heavy objects weighing over 50 pounds (23 kilograms); operating heavy power mowers on grades; or pushing heavy wheelbarrow loads of cement or other heavy materials. Working Conditions Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts, scrapes, or more serious injuries. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toed shoes to avoid possible hazards in the work area. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
