Job summary

Major duties

You will perform a variety of functions on a wide range of issues, provide advice and recommendations of network operation. You will install new or modified hardware, firmware, operating systems and applications software. You will manage accounts, network rights, and access to systems and equipment. You will manage the installation and integration of systems fixes, updates and enhancements. You will ensure the rigorous application of information security/information assurance policies, principles and practices in the delivery of systems administration services.

Qualification

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems. In addition to the four competencies listed above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) CYBER SECURITY: Ensure the rigorous application of information security/information assurance policies, principles and practices in the delivery of systems administration services. 2) INFORMATION TECHNOLOGY MANAGEMENT: Skill in the operation of a wide range of computer hardware, COTS, and applications software, particularly PC and LAN-based systems and ability to install/troubleshoot hardware and software components. 3) VULNERABILITY MANAGEMENT: Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. 4) SYSTEM ADMINISTRATION: Manage the installation and integration of systems fixes, updates and enhancements. 5) ACCOUNT ADMINISTRATION: Manage accounts, network rights, and access to systems and equipment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated as a Cyber IT/Cybersecurity Workforce (CSWF) position in specialty area Systems Administrator (Code 451) & Network Operations Specialist (Code 441) proficiency level Basic and as a condition of employment, incumbents of the position are required to comply with DON Cyber IT/CSWF Program Requirements of SECNAV M-5239.2, which include: This designation requires: 1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of Systems Administrator (Code 451) & Network Operations Specialist (Code 441) proficiency level Basic. For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and /or adverse action up to removal from federal service. This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
