Major duties

Produces plans, develops policies and ensures efficient incorporation of the resulting programs into the DLA enterprise to the benefit of the organization and DLA mission. Assesses policy needs and develops policies to govern IT activities. Provides consulting services based on experience of systems, telecommunications, networks and office automation systems to customers, peers and superiors. Serve as member on ad hoc groups dealing with requirements or specifications in other areas, benchmarking, and/or evaluation of hardware and software systems where technical expertise is vital at the higher headquarters levels in the OCONUS Theater. Develop, plan, coordinate and implement policy regarding asset portfolio, life-cycle, and establish metrics to measure and evaluate systems performance and total cost of ownership. Coordinates the planning, implementation, and execution of J6 project activities supporting operational capabilities for DLA Europe/Africa and DLA CENTCOM Regional Commands supported... (cont.) operations and associated Major Subordinate Command information technology requirements. Supported subordinate commands include Disposition Services, Distribution, Energy, Installation Management, and Troop Support.

Qualification

To qualify for an IT Specialist (PLCYPLN) your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applies expert knowledge of state-of-the-art technologies and advances in information technology related- items, especially LAN topology, enterprise implementations, hardware and software. Advises, guides, and recommends to management, staff, peers and customers on critical and complex IT issues. Analyzes systems, budget processes, IT architecture, security, network infrastructure, emerging systems, design concepts and techniques to determine processes and to integrate various portions of major IT functions. Develops plans, resource estimates, performs cost benefit analyses, defines milestones, generates deliverables, monitors activities, provides project status reporting, drafts position papers on IT issues, and project timelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
