Job summary

You will serve as a Cyber Commissioning Project Manager in the Command Information Office of NAV FACILITIES ENGINEERING COMMAND SE.

Major duties

You will serve as a Cybersecurity Commissioning Project Manager with responsibilities for providing project management support and oversight in specific areas of IT/OT deployment and Facilities Related Control Systems Contract Review efforts. You will lead technical Information Assurance projects to accomplish organizational goals. You will brief senior leaders on the progress achieved toward meeting information technology (IT) strategic objectives. You will integrate IT, OT, and cybersecurity requirements into design and construction projects, tracking progress to ensure the implementation of continuous monitoring as planned. You will provide guidance and direction to Program and Systems Owners to aid in incorporating cybersecurity requirements into Military Construction and Public Works contracts. You will provide support and resolve end user requirements associated with laptops, voice, data, video, network services, and telecommunications associated with current and emerging technologies.

Qualification

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: Developing policies and procedures to minimize system vulnerabilities, to prevent and defend against unauthorized access to systems, networks, and data. IT-related experience demonstrating this competency includes: Coordinating with technical and acquisition personnel and providers to ensure development, production, and fielding of highly effective systems to meet IT requirements. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. In addition to experience demonstrating the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying business value to information; using IT assets to share information; following capital planning policies and regulations in line with business needs; using performance measurement tools; and addressing IT workforce issues to develop knowledge management plans, policies, and standards. Using quality assurance and control methods to ensure products meet functional requirements and standards. Making decisions or recommendations that impact key IT policies or programs. Conducting strategic planning, cost-benefit analysis, programming, budgeting, technical support, and process improvements for IT in an installation. Developing information security plans to protect and restore the security of information systems and networks. and Understanding and applying software, hardware, and network architecture (including LANs, WANs, and telecommunications systems), their components, protocols, and integration.
