Job summary
The primary purpose of this position is to serve as the senior AFMC Subject Matter Expert (SME) on Cybersecurity and its integration into Security Administration policy in support of Headquarters Air Force Material Command. Leads AFMC efforts to integrate Cybersecurity and Security Administration policies into cogent multi-functional AFMC initiatives. Matures and sustains AFMC security culture related to information security vulnerabilities and the application of security countermeasures.
Major duties
Serves as MAJCOM senior SME on Cybersecurity and its integration into Security Administration policy related to life-cycle acquisition security planning. Plans, organizes, and directs HQ AFMC Cybersecurity and Security Administration integration activities. Develops MAJCOM directives to supplement DoD and AF policy related to Cybersecurity and its integration into Security Administration. Reviews, composes, supplements, and coordinates modifications or supplementations to DoD, AF, and AFMC directives. Administers MAJCOM Cybersecurity and its integration into Security Administration planning efforts. Coordinates and processes requests, waivers, exceptions, and variances to security requirements. Serves as a MAJCOM SME at committees, conferences, workshops, and in meetings that frequently involve executive-level representatives with the Command, AF, and other government agencies and industry.
Qualification
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience applying cybersecurity and security administration principle and methods, policies, products and services. Experience in developing, analyzing, and evaluating security programs to meet mission requirements and improve cybersecurity integration and intelligence enterprise. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge in Cybersecurity and Security Administration principles and methods, regulations and policies, and products and services. Certification as an Information Systems Security Professional (CISSP) is highly desired. 2. Expert ability in developing, analyzing, and evaluating security programs to meet mission requirements and improve the Cybersecurity integration for the MAJCOM Commander. 3. Knowledge of Intelligence Enterprise to support and promote information sharing and strategies. 4. Skill in oral and written communications and ability to deal effectively with executives in high level management others in technical positions and maintain working relationships with executives at all levels of Government, commercial, and professional organizations. 5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations and ability to research, analyze, interpret and apply rules, regulations, and procedures. 6. Knowledge of government contractual practices and requirements for development and purchase of USAF acquisition programs and/or supporting programs/projects. Be familiar with Defense Industrial Base security organization, operations, and management practices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
