Job summary
This is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and Veterans following the MN National Guard Merit Placement plan. AGENCY: MN Air/Army National Guard LOCATION: St Paul or Camp Ripley, MN SELECTION OFFICAL: John Pelto 651-268-8569 This is an Excepted Service position in the MN National Guard. Membership in the National Guard is not required for employment. Competitive service employees may apply but will be converted to Excepted service if hired.
Major duties
Major Duties: This is not an all-inclusive list A IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-11, 1. Conducts audits of information systems compliance, to include network devices; servers; and end user devices, related to security standards, guides and application updates to enable and ensure accreditation of all systems IAW with all command, Army, and DOD security directives, policies and procedures. Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues. 45% 2. Reviews Army Training and Certification Tracking System, approves new user accounts, and conducts ongoing audits to ensure all privileged and user accounts comply with Army Standards 25% 3. Conducts investigation of security incidents, reports findings to leadership and remediates findings based on guidance from the cybersecurity service provider and IAW with all command, Army, and DOD security directives, policies and procedures to include: computer viruses and sanitation of highly classified information from organization. 15% 4. Reviews submissions to Change Configuration Board, or other bodies proposing changes, to network or information systems and applications and makes recommendations to senior cybersecurity team lead. 10%. 5. Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cybersecurity/Information Assurance professionals. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Makes recommendations regarding policies and/or procedures to prevent or react to security concerns. 5%. Performs other duties as assigned.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to successfully complete a probationary period Irregular/overtime hours may be required to support operational requirements or contingencies. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. Must obtain and maintain a SECRET clearance level. This is an Information Assurance Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Technician (IAT-II). Certification requirements may be found in DoD 8570.01-M Information Assurance Workforce Improvement Program. All certifications are required within 6 month of employment. Position is designated as PR-VAM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. Qualification
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: GS-09 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-11 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. This does not apply to Temporary Technicians or Temporary Employees Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency. Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR. Area 4: All federal re-employable eligible employees.
