Job summary

About the Position: Function as a Headquarters, U.S. Army Corps of Engineers (HQ USACE) staff advisor for all Civil Works planning and policy matters relating to the USACE tribal nations program. Incumbent will review existing USACE policies and contribute to the development of new policies from the standpoint of Administration to support the engagement sovereign needs for the nation's Civil Works Program.

Major duties

Ensures agency compliance with Executive Order 13175, Consultation and Coordination with Indian Tribal Governments. Leads the daily implementation of Tribal Liaison responsibilities at the Headquarters level, including consultation accountability for the enterprise and advising/supporting HQ with national consultations. Ensures enterprise implementation and utilization of the Tribal Nations Consultation/Coordination Database Assesses the performance of nationwide Tribal consultation and identifies areas to focus nationwide training development, in collaboration with district and regional Tribal subject matter experts. Leads agency efforts for Administration Reports on Tribal Initiatives and other Administration Priorities. Provides timely responses to inquiries from Tribal Nations, the Administration, and Congress. Develops and publishes outreach materials, maintains website, and supports HQ Public Affairs office with tribal program specific social media content Represents Corps Headquarters by attending regional level partnering events and leading opportunities for training and education. Coordinates with account managers in HQ Programs Integration Division to lead development of annual budget requirements and execution metrics for the Tribal Partnership Program (TPP), including management of TPP in Corps budgetary automated systems. Provides vertical coordination and communication on key tribal topics between HQ, MSC’s, and Districts.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
