Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with U.S. Army Corps of Engineers, Galveston District, Engineering and Construction Division, General Engineering Section, located in Galveston, TX, 77553. *A RECRUITMENT/RELOCATION INCENTIVE OF UP TO 25% OF THE BASE SALARY, MAY BE OFFERED*

Major duties

Develops or reviews civil engineering or coastal engineering features of civil works projects, such as navigation channels, flood control, environmental restoration, beach erosion control, beach nourishment, spillways, stilling basins, levees etc. Provides authoritative advice on designs as well as during the construction phase of projects. Reviews and appraises projects to assure conformance with best engineering practices consistent with optimum costs and feasible construction. Performs independent quality assurance reviews for technical products provided by Branch engineers. Inspects projects under construction when situations of unusual complexity or difficulty require.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement: Series 0807 (Landscape Architect): Landscape Architecture Series 0808 (Architect): Architecture Series 0810 (Civil Engineer): Civil Engineer In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1) Modifying geometric designs or specifications for layouts for projects such as levees, navigation locks, floodgates, roads, and highways OR 2) Reviewing construction contract specifications and plans for engineering feasibility and practicality. Specialized Experience GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal Service performing the following duties: 1) Drafting geometric designs or specifications for layouts for projects such as levees, navigation locks, floodgates, roads and highways, flood control channels, parking areas etc.; 2) Validating technical discipline input is included in the drafting of project scopes, schedule, budget, plans, specifications, engineering reports, feasibility studies to ensure regulatory compliance; OR 3) Reviewing construction contract specifications and plans for engineering feasibility and practicality and processes modifications to a contract as required. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
