About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Serve as a project manager and/or project officer for planning, coordinating and conducting environmental projects.

Major duties

Develop plans for exploration, hazardous/solid waste management plan, natural resource management plan, site monitoring, and laboratory analyses based on project data requirements and available funding. Provide contractor oversight, including quality assurance inspections and audits, and serves as the COR (Contracting Officer's Representative) for environmental contract(s). Interpret and clarify policies and criteria for District management and staff. Resolve all scope and funding issues through the District Project Manager and project customer as appropriate prior to the start of work. Provide expert input and advice on assigned projects (in-house and contracted out) following applicable U.S. Department of Defense, and host nation environmental laws, regulations, and guidance.

In addition to meeting the basic education requirements above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience: One year of specialized experience which includes 1) overseeing tasks such as tank inspections, hydraulic modeling, environmental sampling, and laboratory testing; 2) developing management plans, monitoring contractor work, ensuring project staff are informed, and providing oversight as the Contracting Officer's Representative for environmental contracts; 3) participating in environmental studies and investigations, including spill plans, storm water management, system modeling, asbestos/radon and lead-based paint survey, and hazardous waste sampling; 4) monitoring contractor compliance with safety measures, conducting site visits to provide expert advice, and supporting design reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Environmental Assessment, Data Analysis, and Decision Making Environmental Compliance and Preventive Action Environmental Policy and Strategy Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). ***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists]. MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Evaluations
