The primary purpose of this position is to serve as command level Senior (IT) Project Manager, HQ Air Education and Training Command, Manpower and Personnel, Plans and Integration Division, Plans and Analysis Branch, responsible for interpreting/implementing policies, executing authorities, developing guidance, and standards/processes for manpower and personnel mission.

Major duties

Develops detailed plans, goals, and objectives for implementation of assigned AF-level and major command level Information Technology (IT) project(s). Gathers and analyzes AETC/A1 requirements and translates these requirements into technical solutions and costings. Performs as a senior IT strategic and Subject Matter Expert (SME) to Senior leaders and functional users. Represents HQ AETC A1 with a variety of installation and functional area organizations.

Qualification

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: Applying IT project management methodologies, concepts, tools, principles, and approaches utilized at the command level; Tracking of developments in, and new applications of, IT hardware, software, and telecommunications; Implementing IT acquisition policies, laws, regulations, strategies, and best practices; and Utilizing IT life cycle management concepts to analyze, plan, develop, implement, operate, and maintain IT systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems life cycle management, to include requirements analysis, development of technical solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life. Knowledge of IT acquisition policies, laws, regulations, strategies, and best practices; and knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT planning and acquisition. Ability to plan, organize, lead, and manage multiple, complex IT projects simultaneously; and to use a broad range of IT project management methodologies, concepts, tools and approaches to manage projects, and guide project participants, to ensure cost, schedule and performance requirements are met. Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions. Skill to analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions; and ability to communicate effectively, and successfully convey complex technical information to non-technical personnel, including but is not limited to preparing studies, executive correspondence, statements of work, etc, and preparing/presenting briefings. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate orally and through clear, concise, and technically accurate memoranda, letters, documents, briefings, and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
