Job summary
About the Position: Serves as an Information Technology Specialist performing work, independently or as a member of a team, in the design, development, testing, delivery, and support of information technology (IT) web-based applications, databases, and services. Responsible for maintaining IT portfolio investment certification and annual review packages, funding profiles and forecasts, ensuring that required official supporting documents are developed and maintained.
Major duties
Serves as an Information Technology Specialist performing work, in the design, development, testing, delivery, and support of information technology (IT) web-based applications, databases, and services. Performing initial testing of complex systems by analyzing system failures which involve programs written by several programmers. Analyzes and evaluates workplace automation requirements for diverse customers throughout the command. Applying structured systems analysis approach to the design and development of new or enhanced applications and/or Applications Software. Installs, tests, and implements vendor-supplied modifications to existing systems software; independently determines the feasibility of installing modifications; and schedules implementation to ensure continuity of operations.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes, 1) serving as primary liaison with users on all matters related to IT systems operations support, and Information Assurance (IA) policies, 2) applying the capabilities and limitations of advanced computer equipment and software,(e.g. eMASS, APMS and NEXUS scans), 3) preparing test data and conducting functional testing of programs to demonstrate accuracy and functional capability. The OPM Qualification Standard provides the following definition: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. Examples of IT-related experience demonstrating this competency include resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. You will be evaluated on the basis of your level of competency in the following areas: Information Technology Customer Support Information Technology Performance Assessment Information Technology Test and Evaluation Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
