Job summary
You will serve as the senior Industrial Property Management Specialist (IPMS) and Plant Clearance Officer (PCLO) for all CNATRA contracts at Chief of Naval Air Training (CNATRA) N4 Aviation Maintenance/Logistics Division Corpus Christi, TX of CNATRA.
Major duties
You will develop and update contract Performance Work Statements to ensure accountability and management of Government property. You will guide and assist property personnel assigned to field activities and contractor managers and technicians relating to Federal Acquisition Regulations and contractual requirements for managing Government Property. You will conduct Standard and Limited Property Management System Analysis and submits summary of findings, audit worksheets, and Corrective Action requests within prescribed timelines. You will provide interpretation of policies, technical direction, and guidelines to field activities for resolution of difficult property administration issues for which there are no established guidelines or precedents. You will conduct in-depth review of the contractors Property Management Plan (PMP) and submits official written acceptance or rejection letter notification with detailed corrective actions. You will track all contract Government property and logistics performance metrics. You will review and evaluate proposed changes to contractor’s property control system prior to approval and implementation. You will liaison with the contractor on contractual requirements pertaining to contract property administration, acquisition logistics, and disposal. You will maintain continuous open communications with CNATRA detachment property managers to ensure there are no deviations from the contract Performance Work Statement. You will respond to higher authority inquiries developing a staff position and drafting appropriate written replies. You will prepare briefings, both formal and informal, to identify, discuss, and resolve Government property and logistics issues.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting analysis or surveillance of accountable property control plans, systems, or operations to ensure compliance with property control requirements. Examples of specialized experience may include: ensuring proper control measures for accountable government property are adhered to; ensuring implementation of policy or contract terms & conditions regarding property control; analyzing or evaluating a contractor's system for government property management; directing or overseeing the disposal of excess property in accordance with requirements.
