Job summary
You will serve as a HUMAN RESOURCES SPECIALIST in the Recruitment/Staffing & CIVMAR Processing Division (N11B) of MILITARY SEALIFT COMMAND.
Major duties
You will develop, plan for and perform HR program studies and projects to measure effectiveness of integrated programs of the division. You will plan, conduct and complete studies and projects, providing advice and services throughout the area of responsibility for the division. You will develop guidance, procedures and standards for new and changing program areas. You will analyze and evaluate program execution; recognize problems and problem areas, originate solutions to complex or unusual issues; and is cognizant of areas requiring coordinated efforts. You will provide accurate, data driven analytics to advise all levels of management internal and external to MSC. You will serve as the principal action officer on special assignments and requests for guidance in specific program areas. You will apply an integrated approach with other divisions in the HRO in synthesizing complicated HR data and customer survey information, reviews, and research projects. You will conduct analyses through development and review of data reports, evaluations, studies and inputs from customers and senior management officials. You will review proposed improvements to regulations, instructions, policies, directives, and standards on a wide range of issues for the command. You will prepare and present information on assigned programs to a wide variety of audiences to inform, advise and persuade. You will apply analytical, evaluative, and statistical methods to analyze work processes and develop effective process improvement strategies to deliver measured results.
Qualification
Your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the principles, concepts and/or laws of employee benefits to evaluate or formulate policies in support of an organization's benefits program; Experience applying human resources development (HRD) learning theories, concepts, laws, regulations and/or principles to evaluate or formulate policies in support of an organization's HRD program; Experience applying HR information systems concepts or methods to develop approaches sufficient to perform HR focused data analysis; Experience making recommendations to management on appropriate interventions to resolve complex interrelated HR problems and issues; Experience utilizing HR automated systems and their reporting tools (e.g. DCPDS, HRLink, MyBiz/MyWorkplace, HRMS, DHAMS, ICE) to provide technical advice or assistance.
