Major duties
Serves as senior specialist for internal and external recruitment and placement programs Determines applicable precedents, laws, or regulations, identify the most effective approaches, and validating the correctness and propriety of the actions taken Performs duties which provide full range of Federal Civilian Recruitment and Placement services to customer offices Provides management with the widest range of flexibility for providing comprehensive Federal Civilian HR staffing and placement services utilizing DCIPS Title 10 innovative methods in locating qualified applicants to complete position fill actions Facilitates placement programs to include priority placement program (PPP), Reemployment Priority List (RPL) program, interagency career transition assistance plan (ICTAP), and the agency career transition assistance plan (CTAP) Processes a full range of official personnel actions using an automated system Applies laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a wide variety of pay actions and application of single agency compensation authorities where applicable Advises management on complex DCIPS Title 10 recruitment actions of positions requiring unique skill requirements or are difficult to fill Prepares job opportunity announcements, conducts complex job analysis, prepares promotion and placement products, and issues promotion and referral certificates
Qualification
To qualify for a Human Resources Specialist (Recruitment & Placement), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting job analyses, preparing Job Opportunity Announcements, and determining applicants' qualifications using OPM Qualification Standards, for Federal civilian positions; Facilitating mandatory placement programs such as the Priority Placement Program and veterans' programs; Applying a wide range of Title 10 recruitment and placement concepts, practices, laws, regulations, policies and precedents, sufficient to provide comprehensive human resources management advisory and technical service in the excepted service; Completing a full range of personnel actions relating to Federal civilian staffing, Federal civilian recruitment and Federal civilian compensation.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
