About Defense Security Cooperation Agency
This position is part of the Defense Security Cooperation Agency. DSCA’s mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S. policy interests and objectives.
Job summary
This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as liaison between the Services' Personnel/Manpower operations and DSCA, as well as, directs the execution and coordination of a variety of military personnel strength management programs.
Major duties
As a HUMAN RESOURCES SPECIALIST (MILITARY) at the GS-0201-13 some of your typical work assignments may include: Conducts policy reviews to evaluate effectiveness of current policies and practices and to ensure consistency in their application, as well as, recognizes problem areas, originates solutions to complex or unusual issues, and provides on site assistance and recommendations in program improvement. Serves as advisor and expert over all facets of military awards (Joint), personnel assignments, transfers, promotions, separations, policies, procedures, interpretation on laws, regulations, policies and procedures, and develop agency policies and procedural guidance.
Qualification
You may qualify at the G-13 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Interpreting and applying laws, regulations, policies and practices for military (Joint) positions; establishing policy and identifying and implementing process improvements Reviewing and processing military awards (Joint), decorations and certificates; executing and coordinating a variety of military personnel strength management programs; advising leadership on military personnel issues for all active-duty members Familiarity with career patterns and military specialties Advising on and processing of selections for assignment, military promotions, personnel action requests, extensions, position management, and personnel requisitions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
