Job summary

You will serve as a Human Resources Specialist (Information Systems) in the Human Resources Office, Code 180400 of NAVAL RESEARCH LABORATORY.

Major duties

You will maintain programs for the Human Resources Office (HRO) in support of automated systems for the Laboratory and HRO. You will assist HRO and other NRL users with the operation of Defense Civilian Personnel Data Systems (DCPDS), MyBiz, eOPf, and other systems. You will analyze and provide recommendations for reductions, consolidation or removal of reports no longer used. You will meet with customers to assess their needs and make recommendations to meet the needs of the HRO users. You will assist in the review and preparation of the Commercial Activities (CA) Annual Inventory Tasker/Narrative Report. You will be responsible for all account management for the Defense Civilian Personnel Data System (DCPDS). You will provide guidance and assist users of DCPDS for the preparation of request for personnel actions.

Qualification

NO-02:Your resume must demonstrate at least three years of general experience, one of which is equivalent to the next lower pay band (NO-01) or GS equivalent (GS-4) in the federal service or equivalent experience in the private or public sector performing the duties of a Human Resources Specialist. Experience must demonstrate most or all of the following duties: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. NO-03: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1.) Maintaining programs for the Human Resources Office in support of the automated systems for the laboratory and the HRO; 2.) Preparing and distributing a variety of recurring and ad hoc reports; 3.) Analyzing and providing recommendations for reduction, consolidation or removal of reports; 4.) Providing guidance and assistance to users of DCPDS for the preparation of request for personnel actions; and 5.) Working with personnel both internally across the lab and externally. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: NO-02: You have completed a 4-year course of study leading to a bachelor's degree. or A combination of experience and education as described above that equates to one year of experience. NO-03: You have earned a Ph.D. or equivalent doctoral degree or You have completed 3 full years of progressively higher level graduate education leading to such a degree (Ph.D.). or You have earned an LL.M., if related. or A combination of experience and graduate education as described above that equates to one year of experience.
