Job summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is being filled at the GG-11 target GG-12 level. Duties described reflect the full performance GG-12 level. Duties will be performed in a developmental capacity under close supervision.

Major duties

Assists in determining present and forecasted personnel requirements based on organizational workload and present and planned missions Independently researches regulations and other Federal organizations to gather information and perform analysis for reports Reviews personnel actions requested by supervisors and ensures completeness and adequacy of information prior to submission to the Civilian Personnel Advisory Center (CPAC). Provides advice and assistance in the resolution of civilian personnel management problems. Advises and assists management and employees on MER/LR matters not limited to: discipline, adverse actions, grievances, performance management and recognition, performance issues, leave, pay, work schedules and other related functions.

Researching personnel policies, practices, and actions to gather information for personnel management programs; providing human resources services in the area of staffing, performance management, classification and awards; and assisting with preparing reports or briefings SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: You may qualify for this job at GS-11 if you possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or completion of all requirements for an LL.M. (if related) from an accredited college or university OR a combination of education and experience. Transcripts are required with your application. GS-12 Level Specialized experience: To qualify based on your experience, your resume must clearly describe the following quality experience:. Advising on civilian human resource guidance, policy, and procedures in support of a Command HR program; Interpreting and analyzing HR policy to resolve HR issues and execute planning; Assisting with the development of policies, instructions, and guidelines in support of civilian personnel regulations; Utilizing DoD automated HR systems in performing HR actions; preparing reports and conducting briefings.
