THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: Human Resources Office (HRO), Middletown, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.
Major duties
POSITION TOBE FILLED UPON THE VACANCY OF THE INCUMBENT. This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION)(Title 5), Position Description Number T5042P01 (GS-09) or T5032P01 (GS-11) and is part of the CT HRO ARNG, National Guard. JOB SUMMARY: The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. Trains and provides technical assistance to lower graded specialists. The major duties include, but are not limited to: Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Provides oversight and expertise to ensure candidate eligibility determinations are within program and policy standards. Administers and provides oversight for the use of special employment programs (e.g., Upward Mobility, or DoD Priority Referral System) to ensure the continuance of a balanced placement program. Develops, coordinates, and maintains state plans/guidance. Plans for and administers the merit promotion and recruitment/placement program.
Qualification
GENERAL EXPERIENCE: Experience gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 year of specialized experience in the following: GS-09 REQUIRES 1 YEAR: Experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience demonstrating knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Experience demonstrating a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experience in completing accession planning and processing; classification and position management; and, civilian promotions. Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Experience in discussing the equal opportunity and sexual assault prevention and response programs. Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience in applying program policies, directives, publications, and training manuals. Experience demonstrating knowledge on allocating manpower resource budgets or execution procedures. Experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. GS-11 REQUIRES 1 YEAR: Experience at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. SPECIAL REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
