Major duties

Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Aids supervisors on employee training program requirements. Conducts training surveys, analyzes the information obtained, and submits recommendations to the Senior HRD or supervisor. Input training completion in Automated Civilian/Military Personnel Systems. Performs other duties as assigned.

Qualification

This a Career Ladder position for a GS-09/11. This advertisement is written for the GS-09 level. Your qualifications for the GS-09 and/or GS-11 will be determined by your resume and questionnaire responses. MILITARY GRADES: E5 through E7 COMPATIBLE MILITARY ASSIGNMENTS: 42A The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: For the GS-09 level: Must have 24 months of specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. This also includes specialized experience in identifying training needs, training opportunities, and sources of training and collaborating with management with training and developmental activities. Familiar with self-development activities, eligibility requirements, and regulatory requirements. Knowledge or training in providing guidance to supervisors in the completion of Individual Development Plans and training documentation. Experience with presentations, briefings, and planning career development activities. Experience, knowledge, or training publishing local courses and resource training opportunities. Experience or knowledge reviewing travel documents, related to training, through automated systems. For the GS11 level: Must have 36 months of advanced knowledge of HR laws, regulations, principles, policies, and concepts related to the assigned functional area sufficient to plan and coordinate activities, provide HR management advisory services, and serve as a strategic and technical resource to management and HR Specialists on difficult or controversial issues. Skill in communicating effectively with all levels and types of organizations and audiences. Ability to communicate with managers and leadership regarding HR subject matter. Skill in making clear and convincing oral presentations to individuals or groups, listening effectively, and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications. Skill in writing clear, concise, explanations of policy, regulations, decision documents, etc. for various audiences including, at times, the general public. Skill in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations. Skill in analyzing complex operational and business problems involving issues for serviced functions. Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives. Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. Ability to retrieve and provide HR reports to the serviced population. Education

You may combine education with specialized experience to meet the length of experience requirement for GS-09/11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9/11. To qualify on education alone for the GS09 must have one of the following: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
